Police Use of Force Under Investigation in Spring Valley, New York

SPRING VALLEY, NY – The Rockland County District Attorney’s Office is investigating an incident involving Spring Valley Police officers and a civilian that occurred on Tuesday, October 15, 2024, at approximately 4:00 PM on Main Street. The incident, captured on bystander video, shows officers using physical force while attempting to subdue and arrest a man. The video quickly circulated on social media, prompting widespread concern and calls for a thorough and transparent investigation.

Furthermore, According to the Spring Valley Police Department, officers were responding to a report of a man allegedly disrupting traffic and behaving erratically. Upon arrival, officers attempted to de-escalate the situation. Police claim the man became combative and resisted arrest, leading to the use of force. The video footage, however, has raised questions about the proportionality of the force used.

“We are aware of the video circulating online and understand the concerns it raises,” said Police Chief Paul Modica in a press statement released Wednesday. “We are cooperating fully with the District Attorney’s investigation and will conduct our own internal review of the incident. We are committed to transparency and accountability.”

The individual involved has been identified as 37-year-old Steven Clark, a resident of Spring Valley. He was arrested and charged with resisting arrest, disorderly conduct, and obstructing governmental administration. Clark was arraigned in Spring Valley Justice Court and released on his own recognizance.

Community Response

The incident has sparked outrage and protests in the Spring Valley community. A demonstration was held outside the Spring Valley Police Department headquarters on Wednesday evening, with protesters demanding justice and police reform. Local activist groups are calling for the immediate release of the body camera footage and the names of the officers involved.

“This is yet another example of the excessive force that disproportionately affects Black and Brown communities,” said Rev. Al Sharpton, who addressed the protesters via video conference. “We demand accountability and systemic change to prevent these incidents from happening again.”

The Rockland County branch of the NAACP has also issued a statement condemning the incident and calling for a federal investigation. “We are deeply troubled by what we have seen in the video and demand a full and impartial investigation into the actions of the Spring Valley Police Department,” said Wilbur Aldridge, Regional Director of the NAACP.

Police Accountability in Focus

This incident comes amid ongoing national debates about police brutality and the need for greater accountability. Across the United States, communities are grappling with issues of racial bias in policing, the use of excessive force, and the lack of transparency in police investigations. Many states have implemented or are considering reforms such as body-worn cameras, de-escalation training, and independent civilian oversight boards.

New York State Attorney General Letitia James has been a vocal advocate for police reform. Her office has investigated numerous incidents of alleged police misconduct and has secured settlements in several high-profile cases. The Spring Valley incident is likely to further fuel the debate about police accountability in New York and across the country.

Investigation Status

The Rockland County District Attorney’s Office has confirmed that it is conducting a criminal investigation into the incident. The investigation will include a review of the bystander video, body camera footage (if available), witness statements, and police reports. The District Attorney’s Office has not yet released a timeline for the completion of the investigation.
