DOJ Investigation Finds Memphis Police Engaged in Pattern of Excessive Force and Discrimination

A comprehensive Department of Justice investigation released in December 2024 found that the Memphis Police Department (MPD) engaged in a pattern of unconstitutional conduct that violated the rights of residents.

Furthermore, The investigation, opened on July 27, 2023, found that MPD uses excessive force, makes unlawful stops, searches, and arrests, and discriminates against Black people when enforcing the law. The report also identified serious concerns about the department’s treatment of children.

According to the DOJ findings, Memphis police officers regularly violate the rights of the people they are sworn to serve. Officers use force to punish and retaliate against people who do not immediately comply with their orders. They rapidly escalate encounters, including traffic stops, and use excessive force even when people are already handcuffed or restrained.

The investigation revealed disturbing patterns of misconduct. The report states that officers resort to intimidation and threats against community members. The City of Memphis was also named as being complicit in practices that violated civil rights and federal law.

This investigation follows national attention on MPD after the fatal beating of Tyre Nichols by officers from the since-disbanded SCORPION unit in January 2023.

The Memphis Police Department’s systemic failures mirror troubling patterns seen in other major U.S. cities, including excessive force cases in Chicago and Austin, where federal intervention and substantial settlements have highlighted the urgent need for police reform and accountability.

Civil rights organizations like the American Civil Liberties Union continue to advocate for comprehensive police reform measures, including independent oversight, transparent disciplinary processes, and constitutional policing practices that protect community members from discriminatory enforcement and excessive use of force.
