SPRINGFIELD, S.D. — Alleging violations of his civil rights and retaliation for whistleblowing, a Springfield man has filed a $5 million federal lawsuit against the city of Springfield, Mayor Scott Kostal and several current and former city officials. William F. Paulson, owner of Paulson RV Park, filed the complaint in January in U.S. District Court for the District of South Dakota. Named as defendants are Kostal; council members Steve Mueller, Cheryl Ludens, Larry Dietsch and Katelyn Burch; former Police Chief Doug Magee; and the estate of former council member Gary Loukota.
