Spokane City Police Department

The Spokane Police Department has faced serious allegations of officer misconduct, including cases where officers exploited their positions of authority to prey on vulnerable domestic violence victims.

Officers Had Inappropriate Relationships with Domestic Violence Victims (November 2025)

In November 2025, Spokane Police Chief Kevin Hall confirmed that two officers – Officer Toby Brier and Corporal Chris Conrath – had engaged in inappropriate relationships with domestic violence victims they encountered while on duty. As one advocate stated, these officers “betrayed the very victims they were sworn to protect.” Domestic violence victims are often at their most vulnerable state when police respond to calls, viewing officers as protectors. These officers exploited that trust for personal gain.

Spokane Man Hospitalized After Violent Arrest (October 2024)

A Spokane man, identified as Marcus Henderson, 34, remains hospitalized after a violent encounter with Spokane Police Department (SPD) officers on the evening of October 26th, sparking outrage and calls for a thorough investigation from community activists and local residents.

According to eyewitness accounts and video footage circulating on social media, the incident began when officers responded to a call reporting a disturbance neara local convenience store. Witnesses report that when Henderson attempted to leave the scene, multiple officers tackled him to the ground with what many described as excessive force. The video shows officers restraining Henderson while he appeared to be in distress.

Henderson was subsequently transported to a nearby hospital with serious injuries, including reported head trauma and bruising consistent with physical assault. His family has since retained legal counsel and is demanding accountability from the department.

Community leaders have organized protests calling for transparency and an independent investigation into the use of force. Civil rights advocates argue that this incident reflects a broader pattern of aggressive policing tactics that disproportionately affect marginalized communities in Spokane.

This case represents a severe abuse of power where officers tasked with protecting vulnerable citizens instead took advantage of them during their most difficult moments. We will continue to document and expose such misconduct to hold law enforcement accountable.
